PROJECT OVERVIEW
Shapoorji Pallonji- EPC is currently accepting proposals for your services on construction of 108.4-MW combined cycle gas turbine(CCGT) power plant, with ancillary equipment including horizontal LPG system (pipeline and fuel tanks that are buried in earthen berms for enhanced fire protection), diesel back up fuel system, transmission line and switchgear infrastructure, water supply infrastructure (including seawater abstraction/ discharge lines and a desalination plant) and a stormwater discharge pipeline. Our objective is to partner with a qualified contractor to deliver high-quality results while adhering to the outlined timeline, budget, and specifications.

   covers, Foundation bolts fixing, Soling, Waterproofing, Joint treatment, Grouting, Rails for
   transformer tracks, MS Embedment’s, Anti Termite Treatment, Plum concrete, Gravel paving,
   Geotextile fixing, UPVC lining, Perforated PVC fixing, Rock anchoring etc.…

REQUIRED DOCUMENTATION AND ADDITIONAL CONSIDERATIONS

1. Contractor’s Professional Licenses and certifications as per the above scope of work.
2. Relevant experience and technical expertise having knowledge of civil engineering principles
   and construction techniques specific to power plants.
3. Adequate resources like skilled manpower (Brabender, carpenter etc.…,), equipment’s with
   high standards and relevant experience of the operators.
4. Sufficient Tools & Tackles with the contractors for specific job.

Innovative methods or value engineering recommendations are extremely encouraged.

PROJECT OVERVIEW
Shapoorji Pallonji- EPC is currently accepting proposals for your services on developing a power generation complex in an industrial area of Freetown, Sierra Leone. This Power Generation Project will consist of combined cycle gas turbine (CCGT) power blocks with a 108.4-megawatt (MW) gross output. The CCGT power block will be fueled by Liquified Petroleum Gas (LPG) delivered by barge from the New Kissy Jetty. Generated Power shall be evacuated through two transmission lines, which commence from Kissy Project Power Station at Sierra Leone, Line 1– runs in west direction to the power station, along the Bai Bureh Road and terminates at Cline Town Substation. Line 2– runs in east direction to the power station, along the Bai Bureh Road and terminates at Wellington Substation.

SOPE OF WORK SUMMARY

1. ROUTE ALIGNMENT: Using satellite imageries relevant topographical map, most economical route in perspective of construction and maintenance. Also, sub-contractor must take all possible precautions to avoid legal proceedings.
2. DETAILED SURVEY: Carried out using DGPS, Total Stations, digital theodolites etc. As an alternative, the sub-contractor may also use ALTM (Air borne Laser Terrain Modeling) techniques of equal or better accuracy for the detailed survey. Also, Soil resistivity, Route Marking, Profiling, Optimization of Tower Location/Tower Spotting, Detailed Survey of Tower Locations, Contouring at undulated locations, if any, Survey Methodology & Precision, submission of survey report.
3. GEOTECHNICAL INVESTIGATIONS: As per the specified standards.
4. STATUTORY REGULATIONS AND STANDARDS: Adherence to local and international standards and regulatory guidelines as per project requirement.

REQUIRED DOCUMENTATION AND ADDITIONAL CONSIDERATIONS

1. Contractor’s Professional Licenses and certifications as per the above scope of work.
2. History of adherence to safety and industry regulations with project scope.
3. Relevant experience and technical expertise have knowledge of electrical systems principles and construction techniques specific to Transmission lines.
4. Adequate resources like skilled manpower, required equipment’s with high standards and relevant experience of the technicians.
5. Sufficient Tools & Tackles with the contractors for specific jobs with an efficient execution plan
6. Commitment to completing the project on time, adhering to agreed budget and handling unforeseen challenges efficiently.

Project Overview: The project involves the construction and commissioning of a 108.4 MW power plant, requiring a diverse workforce across multiple disciplines.

Manpower Requirements: We require experienced manpower suppliers who can provide the following personnel:

1. Engineers (Mechanical, Electrical, Civil, Instrumentation, etc.)
2. Supervisors (Construction, Safety, Quality, etc.)
3. Technicians (Electrical, Mechanical, Instrumentation, etc.)
4. Fitters (Welders, Pipefitters, Structural Fitters, etc.)
5. General Laborers
6. Administrative Staff (HR, Legal, Procurement, Logistics, Security)

Eligibility Criteria for Manpower Suppliers:

1. Proven experience in supplying highly skilled engineers, supervisors, and other workforce categories for large-scale construction and power plant projects.
2. Capability to supply manpower as per project schedule and requirements.
3. Compliance with local labor laws and international standards for processing wages like NASSIT, Paye Tax, Bank transfer.
4. Meet all the statutory requirements by providing detail employment contract with all applicable provisions, Do and Don’ts. Code of conduct, etc.
